Windows Service update server: An HTTP error occurred

When I first installed the WSUS version 3 SP1 I could not get the server to synchronize with the upstream server, an http error occurred message appear when attempting to synchronize.

WebException: The request failed with the error message:

The fix of this problem is to download an update:
1. http://www.microsoft.com/en-us/download/details.aspx?id=30748
2. http://www.microsoft.com/en-us/download/details.aspx?id=30747

After you have installed the update you restart your windows server and you will have no problem synchronizing from the upstream server.
